Bahia de Todos os Santos (Bay of All Saints) is the bay where Salvador, Brazil's first capital, was founded in 1549. Its full name at the time was 'São Salvador da Bahia de Todos os Santos.' The figure in white and blue is a Baiana, instantly recognizable by her turban and layered skirt. She's a symbol of Bahia's Afro-Brazilian heritage, often seen selling acarajé on street corners or dressed for Candomblé ceremonies.
